Former Wellington Carnival queens salute Jo

PAST and present Miss Wellingtons celebrated the work of a Carnival stalwart.

Josephine Chave stepped down as chairman and became president after 32 years with the Carnival, and current and former queens gathered to mark the end of her tenure.
