Lord Parker shot the pictures of the development on the site of the former Quantock House, in Paul Street, using a drone.
The scheme will feature 88 assisted living extra care apartments for people aged over 55.
The seven-floor block will include a ground-floor restaurant, parking space and public art.
There will also be a health and wellbeing facility and services such as hairdressers, kitchen, laundry, treatment rooms, residents' lounge, dining area, quiet lounge and community room for hire.
Quantock House, an eight-storey former Government office block, was demolished in 2017.
It had been vacant for several years before Quantum - which has since changed its name to Affordable Housing and Healthcare Group - took over the site.
