The site, which is Grade-II listed, would be extended at the rear, with a flat-roof dormer added to the loft of the building.
If approved, the internal changes would reconfigure the first-floor offices, while the second floor and loft would become shared residential space.
A HMO is a form of licensed residential property where the occupants each have a private bedroom but share a kitchen, bathroom and communal living area.
Housing developers say it would create affordable town-centre housing, ideal for single residents or young professionals looking for permanent residency.
La Bella was opened by Mr Sidian Zyberi in November 2024, and is a family-run establishment serving local produce.
