Police have written to the parents of about 200 teenagers in the Plymstock area after residents' complained about large gangs of youths.
Marion James, who runs an organic cafe in Elburton, has started a petition, which she intends to send to Home Secretary David Blunkett.
She says children as young as 13 are gathering on the streets up to 11pm and she wants a curfew.
