Torbay Council's Social Services has retained its one-star rating, following its inspection by the Commission for Social Care Inspection.
In their report, inspectors highlighted a number of improvements made since the last annual review.
Inspectors noted effective moves to reduce the number of looked after children who commit crime, and the improvements in their educational achievements.
