Devon County Council is disappointed at the findings of the government's annual performance review of the authority's Social Services.
Director of Social Services, David Johnstone, is confident that social services for people in the county are getting better - although he accepts that improvements need to be made in some areas.
The Commission for Social Care Inspection awarded Devon Social Services with one star - one down from last year's two stars.
The report said "some" people in Devon were being well served and that the county's capacity for improvement was "promising."
